In this system it would be free to place a vehicles spawn brick but would cost money to spawn vehicle types.

Would it be a payment for every time you spawn the car or a payment for everytime you select a different one? If this comes into effect there should be demerits for breaking cars, otherwise I could see people getting very pissed, very fast.

That is something i'd like to have, Car dealer, maybe a 25$ fee to respawn it, (It can act as it was towed back to you for a fee)
