There should be some special commands for the mayor to use to benefit the players/economy and also tools for election votes. Promise 75% tax and medical marijuana, but if you didn't live up to it they would have grounds for impeachment!
One idea would be adjustable tax rates on lots/maybe food? Lowering the tax rate would hurt the economy but make players happy and vice versa.
Such as:
Tax rate 00% - Economy -25% per tick
Tax rate 25% - Economy -17.5% per tick
Tax rate 50% - Economy -12.5% per tick
Tax rate 75% - Economy -5% per tick
Tax rate 100% - Economy +5% per tick
Tax rate 125% - Economy +10% per tick
Tax rate 150% - Economy +15% per tick
How it would effect prices is obvious but the benefits on income could be useful if the economy is in the negatives
another thing would be if you did make medical marijuana or something would be allowing the mayor to choose whether marijuana would be legal
A few options with downsides:
Illegal Marijuana - cops can raid marijuana farms for fat $$$ edit: when marijuana is illegal it should sell for the most money, with the downside being the normal risks of possessing drugs
Medical Marijuana allowed - People can grow/sell marijuana to medical places idk for decent money but a slow sell rate. Cops could still raid drug bricks but wont get nearly as much
Legal Marijuana - Anyone could grow marijuana and sell on the streets or at the hospitals/wherever else, cops can't raid marijuana at all but the sell prices/rates will drop highly.
